The court documents pertaining to the case being brought against Carlos Rafael of Carlos Seafood in New Bedford, Mass., can be viewed below. Rafael was arrested on 26 February having been accused of conspiracy and submitting falsified records to the federal government to evade fishing quotas. On 2 March, he was released on a USD 1 million bail bond. Rafael now awaits trial.
