US DOC upholds antidumping decision for Vietnamese pangasius exporters

The U.S. Department of Commerce (DOC) has upheld its decision to remove antidumping duties on pangasius products from a pangasius exporter from Vietnam and impose a tax on others.

The final conclusion, covering the DOC's 17th period review from 1 August, 2019, to 31 July, 2020, was published in the Federal Register on 21 March. It was identical to the results of the preliminary review it announced in September 2021.

Two companies, NTSF Seafoods and the Easter Sea Fishery (ESS), were selected as mandatory respondents in the review.

In its final ruling, the DOC said NTSF will not be taxed, but Easter Sea will face a duty of USD 3.87 (EUR 3.52) per kilogram, as it did not fully cooperate with the DOC. Another exporter in the review, Green Farms, will face a rate of USD 1.94 (EUR 1.76) per kilogram. The remaining 32 exporters in the list will continue to face the same antidumping duty of USD 2.39 (EUR 2.17) per kilogram as in previous reviews.

The DOC said another 15 companies, which had no shipments during the period, also faced an antidumping duty of USD 2.39 (EUR 2.17) per kilogram.

Along with NTSF Seafoods, Vinh Hoan, Navico and Van Duc Tien Giang will also enjoy zero duty for pangasius export products to the U.S., the Vietnam Association of Seafood Exporters and Producers (VASEP) said on 23 March.

Vietnam exported pangasius worth USD 1.61 billion (EUR 1.46 billion) in 2021, up 8.4 percent year-on-year, with sales to the U.S. doubling from 2020 to USD 370.6 million (EUR 337 million).

Ten pangasius companies from Vietnam shipped their products to the U.S. last year, with Vinh Hoan, NTSF, and Bien Dong Seafood posting the most exports by volume, VASEP said.
