The U.S. Department of Commerce (DOC) on 21 August eliminated the antidumping duty imposed on products from Fimex (Sao Ta), NTSF Seafoods, and about 29 other shrimp exporters from Vietnam in the final results of its 13th administrative review of its antidumping duty order on frozen warm-water shrimp from Vietnam (POR13).
Fimex and NTSF Seafoods are two mandatory respondents for the review from 1 February, 2017, to 31 January, 2018, Fimex said in a statement Thursday.
Twenty-nine other companies for which a review was requested and that have established eligibility for a separate rate will also receive a duty rate of zero percent. This final decision aligns with the preliminary results that the DOC announced in April.
“This is the best result during the 13 administrative reviews,” Fimex said in a statement. “[We are] sure the sales of shrimp [from Vietnam] to the U.S. will grow in the coming time.”
This is good news for Vietnamese shrimp sector because it proves that the data provided by Vietnamese enterprises has been properly considered by DOC, said Fimex.
Despite the tailwind the decision will create, Vietnamese shrimp companies should maintain a reasonable growth of exports to the U.S. to avoid any adverse situation in the future, Fimex said, referring to the tariffs the United States has placed on hundreds of billions of dollars of Chinese goods over the past year.
DOC announced on 10 September, 2018, that the final antidumping duty for the review from 1 February, 2016, to 31 January, 2017, for Fimex would be 4.58 percent. That rate was also imposed on other shrimp exporters from Vietnam, as Fimex was the only mandatory respondent in the proceeding. The final antidumping duty was much lower than the preliminary result of 25.39 percent that DOC had announced in March 2018.
Vietnam exported USD 77 million (EUR 69.5 million) worth of shrimp to the U.S. in July, up 37.2 percent from the same month last year. Between January and July, Vietnamese shrimp exports rose 5 percent year-on-year to USD 327.4 million (EUR 295.5 million). The ramp-up was due to declining shrimp inventories in the U.S. and reduced shrimp shipments from India, Thailand, and particularly China, the Vietnam Association of Seafood Exporters and Producers (VASEP) said Thursday, 22 August.
