DOC removes anti-dumping duty from Vietnamese pangasius exporters in preliminary results

The U.S. Department of Commerce (DOC) recently announced the United States will remove the antidumping duty imposed on pangasius products from Vietnam in its preliminary review of the 15th period review (POR15) for the period from 1 August, 2017, to 31 July, 2018.

The announcement came via the DOC’s internal channel on 11 October.

The DOC is expected to make final conclusion of the review in 120 days after the date of issuing the preliminary results, expected in February 2020, according to a statement from the Trade Remedies Authority of Vietnam on Monday, 21 October. The authority is under the Ministry of Industry and Trade (MoIT).

The preliminary duty for exporters examined as mandatory and voluntary respondents in the review are all zero percent per kilogram. Those not examined as mandatory or voluntary respondents in the review will be taxed at USD 2.39 (EUR 2.14) per kilogram.

Relevant exporters of Vietnam are advised to fully cooperate with DOC and MoIT in other phases of the review, the trade remedies authority said.

In April this year, DOC issued final conclusion of the POR14 for the period from 1 August, 2016 to 31 July, 2017. The duty for Hung Vuong Group was USD 3.87 (EUR 3.46) per kilogram, much higher than the zeroed-out rate the department had announced in its preliminary review released in September 2018.

The duty for NTSF Seafood is at USD 1.37 (EUR 1.22) per kilogram, the same rate as was set in the preliminary review.

The taxes for four other pangasius exporters including C.P Vietnam, CL-FISH, Green Farms Seafood, and Vinh Quang Corp. were kept at USD 1.37 (EUR 1.22) per kilogram, up USD 0.96 (EUR 0.86) per kilogram from the preliminary results.

Vietnam exported pangasius worth USD 187.9 million (EUR 168.2 million) to the U.S. between January and August this year, falling 41.5 percent year-on-year, the Vietnam Association of Seafood Exporters and Producers (VASEP) has said.
