Peru plans higher, fixed fee for anchoveta fishing rights

The Peruvian government on Sunday, 21 April, proposed a revision in the fees it charges anchoveta fishing companies for extracting the resource.

Peru’s Ministry of Production (PRODUCE), which oversees fishing and aquaculture, set the new rate at 0.54 percent of the FOB value per metric ton of anchoveta. The revenue from the fee, which is expected to reach PEN 112 million (USD 34 million, EUR 30.2 million) in 2019, is split between PRODUCE and an industry trade and marketing group. 

“This will be double what was registered in previous years and will improve funding for fisheries management,” a ministry spokesperson said in a press release.

The new rate will generate additional financial resources that will contribute to fisheries research, monitoring, surveillance, control, and planning with scientific and technical support, according to PRODUCE.

This is the first update made to the fees in 10 years, according to PRODUCE. It moves rates from a sliding scale, where companies where charged more if they exceeded a certain catch volume, to a fixed rate. 

"These changes will not affect the sustainability, competitiveness or profitability of the fishing business, since the proposed rate represents only 25 percent of the income generated by the extraction of the resource after covering all its extraction costs and the distribution of its profits,” PRODUCE said.

The proposal is now open for public comment for the 10 days following its release.
