China plans new fisheries bases in Africa, Asia

China’s government has announced the creation of national fishing bases in East Timor, Indonesia, Guinea Bissau, and Liberia by 2020. 

The bases are being built as part of China’s 13th five-year plan, a government planning blueprint, according to the Ocean and Fisheries Bureau in Fujian Province, China’s top seafood exporting region, which is supplying the bulk of the investment for the bases. 

In its announcement, Fujian officials said the province also plans to manage 3,300 hectares of aquaculture and mariculture sites set up internationally by 2020.  

Finance for the international sites is being lined up by the provincial fisheries bureau, alongside China Minsheng Bank, the China Postal Savings Bank, the Cross Straits Bank and a Beijing Zhong Hui Sai Yin Capital Management Co. 

Under the plan, Guinea Bissau will be home to the China Fishing West Africa Long Distance Park, while the China Africa International Fishing Industry Comprehensive Base will be located in Liberia. A 35,000-square-foot processing base will be located in Java, Indonesia, while an aquaculture project is planned for Malaysia. Details on the East Timor project have not yet been released.
