DOC reduces anti-dumping duty for Vietnam pangasius exporters in POR15

The U.S. Department of Commerce (DOC) lowered the antidumping duty imposed on pangasius products from Vietnam in its final review of the 15th period review (POR15), for the period from 1 August, 2017, to 31 July, 2018.

The final duty for exporters examined as mandatory and voluntary respondents in the review are USD 0.15 (EUR 0.14) per kilogram, or around 3.8 percent of the export price of a kilogram. Those not examined as mandatory or voluntary respondents in the review will be taxed at USD 2.39 (EUR 2.14) per kilogram, according to a statement from the Trade Remedies Authority of Vietnam on 24 April. The authority is under the Ministry of Industry and Trade (MoIT). The duty for Vinh Hoan and Bien Dong Seafood remains unchanged at zero percent.

Currently, the DOC is in the process of reviewing the POR16. Relevant exporters from Vietnam have been advised to cooperate fully with DOC and MoIT in the review, the trade remedies authority said.

In April last year, DOC issued its final conclusion of the POR14 for the period from 1 August, 2016 to 31 July, 2017. The duty for Hung Vuong Group was USD 3.87 (EUR 3.57) per kilogram, much higher than the zeroed-out rate the department had announced in its preliminary review released in September 2018.

The duty for NTSF Seafood is at USD 1.37 (EUR 1.26) per kilogram, the same rate as was set in the preliminary review.

The taxes for four other pangasius exporters including C.P Vietnam, CL-FISH, Green Farms Seafood, and Vinh Quang Corp. were kept at USD 1.37 (EUR 1.26) per kilogram, up USD 0.96 (EUR 0.89) per kilogram from the preliminary results.

According to data from the Vietnam Association of Seafood Exporters and Producers (VASEP), pangasius exports from Vietnam to the U.S. – which was a difficult market for pangasius producers in 2019 – rose 27.1 percent to USD 23 million (EUR 21 million) in March, compared to USD 18.1 million (EUR 16.7 million) in January 2020.

In the first quarter, Vietnam exported pangasius worth USD 61.7 million (EUR 57 million) to the U.S., down 13.2 percent from January to March last year.

VASEP said it expects positive growth in exports to the U.S. in the second quarter, following “promising signals” from the market in the first quarter.
